1Heat the oven to 175 degrees Celsius.
2Place baking paper in a 23 x 13 cm bread pan, leaving paper edges on the sides.
3In a large bowl, whisk the gluten-free flour, powdered sugar, baking soda, baking soda and coarse salt until the mixture is uniform.
4In a separate bowl, mix the cornflour and water until the mixture is thin.
5Add the vegetable milk, vegetable oil and vanilla extract and mix until the mixture is uniform.
6Add the wet ingredients to the dry mixture and mix until the mixture comes together; If it is too thick, use a spatula.
7Fold in the mini chocolate chips until the mixture is uniform.
8Pour the mixture into the prepared bread pan and level the top.
9In a separate bowl, whisk the gluten-free flour, cocoa powder and light brown sugar.
10Melt the vegan baking stick in the microwave in short pulses, then mix into the cocoa mixture until large crumbs form.
11Sprinkle the crumbs over the mixture.
12Bake in the center of the oven for 70 minutes, or until the cake puffs up and springs back when gently touched.
13Allow the cake to cool in the pan for 20 minutes, then remove with the edges of the paper and allow to cool completely on a cooling rack.
14After the cake has cooled completely, sprinkle it with powdered sugar.
